Found feedback unpacking bug in U3A library.
There is a mismatch between the asynchronous U3A IO and the synchronous SCPI parser where the device response occurs after the requesting function returns. This mismatch causes the carriage return of the SCPI output to occur before the response string.
Either the requesting function has to poll the U3 response directly, in addition to the server loop poll for USB maintenance, or there needs to be a new synchronous U3 API that runs the U3 code as a separate process or thread. Although the poll approach may be more expedient, it's not very elegant. Evaluating synchronous U3 API built on top of U3A async APIs. Thanks to Dan Talayco for a fruitful discussion on this topic.
